YouTube monetization requirements in 2026: every threshold, explained for faceless channels
Short answer: to earn ad revenue on YouTube you need 1,000 subscribers plus either 4,000 public watch hours in the last 12 months or 10 million public Shorts views in the last 90 days, an AdSense for YouTube account, 2-step verification, no active Community Guidelines strikes, and to live in a country where the Partner Program operates. A lower tier at 500 subscribers unlocks fan funding only. Then a human reviews the channel against the monetization policies, which is where faceless channels most often fail. By FameX’s estimate, 82% of the 27,761 active faceless channels it tracks meet the thresholds.
The two tiers
| Requirement | Fan funding tier | Ad revenue tier |
|---|---|---|
| Subscribers | 500 | 1,000 |
| Long-form watch time | 3,000 public hours in 12 months | 4,000 public hours in 12 months |
| or Shorts views | 3 million public views in 90 days | 10 million public views in 90 days |
| Uploads | 3 public videos in the last 90 days | — |
| Unlocks | Memberships, Super Chat, Super Thanks, shopping | Everything, plus ad revenue and YouTube Premium revenue |
Both tiers also require: 2-step verification on the Google account, no active Community Guidelines strikes, an active AdSense for YouTube account linked to the channel, compliance with all YouTube monetization policies, and residence in an eligible country. Only public watch time counts: private, unlisted, deleted and ad-run views are excluded, and so are views from videos later removed.
What counts toward 4,000 watch hours
- Hours watched on public long-form videos in the trailing 365 days. The window rolls, so hours fall off after a year.
- Live streams count once archived as public videos.
- Shorts watch time does not count toward the 4,000 hours; Shorts have their own 10-million-views route.
- Premieres count. Views from ads you ran do not.
The maths favours long videos: a 15-minute video watched to 40% delivers six minutes per view, so about 40,000 views reach 4,000 hours. Read how to get 4,000 watch hours for the plan.
The review: why faceless channels get rejected
Meeting the numbers only lets you apply. A reviewer then checks the channel’s main theme, most-viewed and newest videos, watch-time concentration, metadata and About section against the policies. The rejections that hit faceless channels are:
- Reused content. Clips, footage, music or text from others without meaningful original commentary, editing or narrative. Compilation and reaction formats are the most exposed.
- Inauthentic (mass-produced or repetitive) content. Videos that follow a template with minimal variation, including AI slideshows, scraped-article read-outs and near-duplicate uploads. YouTube renamed and clarified this policy in 2025 and enforces it against automation channels.
- Undisclosed synthetic media. Realistic altered or AI-generated content must be labelled at upload; lifelike AI presenters fall here.
- Misleading metadata and thumbnails, and content that violates advertiser-friendly guidelines across the channel.
Being faceless is never itself a reason for rejection. Every faceless format FameX tracks has monetized channels; even ai avatar channels, the least often monetized format, show a 65% rate.
Made-for-kids channels
Channels or videos marked as made for kids can join the Partner Program but can only show limited, non-personalised ads, and comments, notifications and several features are disabled. RPM is typically $1–3. Mislabelling kids content as general audience is a policy violation with legal consequences, so classify honestly.
If you are rejected
You can reapply after 30 days. Use the time to remove or rework the videos that match a policy description, add original narration or analysis to anything that leans on third-party material, and make sure the newest ten videos clearly show your own voice. Reviewers weigh recent uploads heavily.
Check any channel
The free monetization checker estimates whether a channel meets the thresholds from its public statistics, and every FameX channel page shows a monetization estimate with the basis. YouTube does not publish Partner Program membership, so these are estimates.

Questions people ask
What are the YouTube monetization requirements in 2026?
1,000 subscribers and either 4,000 public watch hours in the last 12 months or 10 million public Shorts views in the last 90 days, plus 2-step verification, an AdSense for YouTube account, no active strikes and residence in an eligible country. A 500-subscriber tier unlocks fan funding features only.
Do Shorts views count toward 4,000 watch hours?
No. Shorts watch time is excluded from the 4,000-hour requirement. Shorts have their own route: 10 million public Shorts views in 90 days qualifies for the ad revenue tier.
Can AI or faceless channels get monetized?
Yes. Not showing a face is never a reason for rejection. Channels are rejected for reused content, mass-produced repetitive videos or undisclosed realistic synthetic media. FameX estimates 82% of the active faceless channels it tracks meet the thresholds.
How long does the YouTube monetization review take?
YouTube says most applications are reviewed within about a month, and some take longer during busy periods. If rejected, you can reapply after 30 days.
What is the 500 subscriber monetization tier?
At 500 subscribers, 3 public uploads in 90 days and 3,000 watch hours (or 3 million Shorts views) you can join the Partner Program for memberships, Super Chat, Super Thanks and shopping, but not ad revenue. Ads require the 1,000-subscriber thresholds.
