Description

India’s space programme has achieved something extraordinary with comparatively limited resources. From Mangalyaan to Chandrayaan, PSLV launches and commercial satellite missions, ISRO has repeatedly demonstrated that India can achieve complex space missions at a fraction of the cost of some international programmes. In this video, we investigate ISRO’s budget, workforce, talent retention and commercial ambitions — and ask an important question: Can ISRO continue scaling India’s space ambitions if its resources, infrastructure and human capital do not grow at the same pace? The issue becomes particularly interesting when we look at the latest budget numbers. For 2025–26, the Department of Space had a Budget Estimate of ₹13,416.20 crore, which was subsequently revised down to ₹12,448.60 crore. By January 31, 2026, expenditure stood at ₹9,739.72 crore. For 2026–27, the Department had projected ₹15,604.80 crore, while the approved allocation was ₹13,705.63 crore. The Parliamentary Standing Committee specifically noted the Department's lower rate of budget utilisation and urged it to improve utilisation to avoid reductions in future allocations. ISRO's own 2024–25 Annual Report puts the sanctioned strength of ISRO, IN-SPACe and the Department of Space at 19,248, with scientific and technical manpower accounting for roughly 75% of the overall manpower. 🔗 SOURCES / REFERENCES 🇮🇳 ISRO Budget & Government Reports 1.
