Description

Uganda’s Parliament has debated the government’s plan to adopt the National Identification Number (NIN) as the primary Tax Identification Number (TIN) for individual taxpayers, in a move aimed at expanding the tax base and improving tax administration. During the parliamentary session, Minister of State for Finance (Planning) Amos Lugoloobi explained that integrating NIN and TIN records is intended to reduce duplicate registrations, improve the accuracy of taxpayer information and strengthen domestic revenue collection. However, MPs raised important questions about how the transition will affect Ugandans who are not registered with the National Identification and Registration Authority (NIRA), taxpayers whose accounts remain inactive, and the protection of citizens’ personal information. Key issues discussed: - Widening the tax base: Government wants to improve taxpayer identification and compliance. - NIN replacing TIN for individuals: The transition is intended to unify personal and tax identification. - Unregistered Ugandans: MPs questioned how people without NIN registration will be accommodated. - Inactive taxpayer accounts: Lawmakers questioned whether the integration will automatically lead to higher tax revenue. - Data privacy: Concerns were raised about safeguards for citizens’ personal information. - Business identification: Companies and other entities will follow separate registration-number arrangements. The government says the reform is designed to improve tax administration. But what does it mean for ordinary Ugandans, businesses and taxpayers? Watch the parliamentary debate and share your views in the comments. 📺 Subscribe to CTV Uganda for parliamentary proceedings, politics, business and national news. Important clarification: The NIN-to-TIN transition does not automatically mean that every person with a NIN owes tax. The reform concerns taxpayer identification and administration; tax obligations depend on the applicable laws and circumstances.
