Zootopia's Police Are a LIE (and Zootopia 2 Proves It)

Zootopia's police force is a lie, and Zootopia 2 proves it: a private citizen with no badge and no title phones the ZPD's SWAT captain and orders lethal force on Judy Hopps — and the department obeys. This video traces a hundred years of story evidence showing the ZPD has never once reached the animals who own the city unless a fired, suspended, or hunted officer forced it from outside the building. Not a copaganda video — this case never leaves the story, and it changes how you watch both films and everything Zootopia 3 sets up.
