Since their army is just a few palace guards, they would use their casino money to hire the biggest mercenary army in history. They would surprise France from the sea, taking Nice and Marseille in one night, and pay Italy to stay out of the war. After taking Paris and forming the Greater Monaco, they would buy Switzerland's banks and take the Alps without firing a shot. However, the mercenaries would realise Italy pays more and switch sides overnight. With no real soldiers left, Monaco would retreat to its tiny territory and be defeated in under an hour.
