Description

Tshwane witnessed a major multi-department enforcement operation on 6 October 2026, targeting unlawful occupation, by-law violations, illicit trade and non-compliant businesses. The operation began with officials clearing a property, removing unauthorised utility connections and rendering the building uninhabitable to prevent further unlawful occupation. But that was only the beginning. In Pretoria West, the operation expanded to businesses, with the City of Tshwane working alongside SAPS, health inspectors, business-compliance teams and the National Regulator for Compulsory Specifications (NRCS). Officials inspected businesses and confiscated counterfeit and non-compliant products, illicit haircare products, meat and electronic goods. A storage room allegedly constructed without approved building plans was also uncovered, while businesses found to be non-compliant were closed. According to the City of Tshwane, the value of assets confiscated during the operations reached approximately R3 million. But this raises a bigger question: is enforcement enough if the same violations continue after businesses are closed and goods are confiscated? In this Daily Cast News report, we take you through the operation from its opening enforcement action to the discoveries made in Pretoria Westand examine the City's warning that compliance is non-negotiable.
