What if the Podgorica Assembly Failed?

What if the Podgorica Assembly Failed? Leading Montenegro to remain independent after the First World War. NOTES: The border between Austria and Slovenia may be inaccurate post-WW1 (1918 and 1919). The map I used to help draw borders showed the Republika Srpska's borders as only their territorial height in 1992. Thus, I had to use that as its border instead of its official one.
