FULL ADDRESS: JD Vance Announces $858M Hurricane Relief at North Carolina GOP Rally | AC15

US Vice President JD Vance delivers remarks in Hendersonville, North Carolina, on October 19, 2026, at a midterm campaign rally organised by the Trump 47 Committee to support Republican candidates ahead of the November elections. Vance promotes President Donald Trump's agenda on immigration, taxes, energy, health care and public safety while urging North Carolina voters to support Republican Senate candidate Michael Whatley and congressional candidate Jennifer Balkcom. He also praises other state Republican figures and criticizes Democratic candidates Roy Cooper and Jaime Ager, presenting the election as a choice between competing approaches to national and state policy. A major announcement comes during the speech as Vance says the Department of Transportation will provide $858 million in additional disaster relief funding for North Carolina's recovery from Hurricane Helene. He says the funding will help rebuild eight major transportation corridors, including Interstate 40 through the Pigeon River Gorge. Vance also cites an earlier FEMA commitment of $7.5 billion for hurricane recovery. The vice president discusses the administration's border enforcement policies, commercial driver's licence requirements, prescription drug costs, energy production and tax measures. He argues that the Trump administration is prioritising American workers and communities affected by natural disasters. Vance also reflects on his visit to western North Carolina following Hurricane Helene and highlights the continuing challenges of rebuilding damaged roads and infrastructure. Watch the full campaign speech for Vance's remarks on the Trump administration, disaster recovery funding, immigration, economic policy and the 2026 midterm elections.
