Description
One week before Quebec voted on leaving Canada in 1995, the Cree of James Bay held a vote of their own, and 96% said no. The ground they voted on holds a crater with some of the purest water on Earth, a highway with one fuel pump in 620 kilometres, and a border Quebec has never signed. None of it was Quebec until 1912, and the paper that handed it over carried a condition the province ignored for 61 years.

Northern Quebec is more than half the province by area and home to about 45,000 people. This documentary goes north by crossing its lines: the height of land where Quebec stopped in 1867, the 1898 border on the Eastmain River, the James Bay Road to Radisson, and the La Grande dams that hold close to half of Hydro-Québec's capacity. The 1973 Malouf judgment that stopped them. The James Bay and Northern Quebec Agreement of 1975, the first modern treaty in Canada, and the Inuit villages that refused to sign it. The Odeyak, the boat that travelled from Hudson Bay to New York and helped kill the Great Whale project. Then north of the 55th parallel into Nunavik: fourteen villages with no road, the Pingualuit crater, the Nuvvuagittuq rocks that may be the oldest on the planet, the Raglan nickel mine, the tides of Leaf Basin, the collapse of the George River caribou herd, and the Torngat Mountains on a border Quebec's own maps still call not final.
Sources include the Quebec Boundaries Extension Act of 1912, Justice Albert Malouf's 1973 judgment in Kanatewat, the James Bay and Northern Quebec Agreement, the 2002 Paix des Braves, the Grand Council of the Crees' 1995 referendum results, Statistics Canada's 2021 census, the June 2025 study in Science on Nuvvuagittuq, the Canadian Hydrographic Service, and Quebec's caribou surveys. Where sources disagree on dates, areas or tide heights, the narration says so.
