Description
A heated debate has erupted in Uganda’s Parliament over government plans to reclaim railway reserve land and remove structures allegedly built on Uganda Railways Corporation (URC) property.
Minister of Works and Transport Fred Byamukama defended the proposed evictions, arguing that reclaiming gazetted railway land is necessary to restore rail infrastructure, reduce transportation costs and ease congestion on Uganda’s roads. The minister cited more than 28,000 reported cases of encroachment across the country.
However, Members of Parliament, including the member Hussein Muyonjo addressed as Swengere, challenged aspects of the government’s position. They questioned the boundaries and width of railway reserves and raised concerns about conflicting information from previous government engagements.
The debate became personal when Byamukama alleged that some MPs had also constructed structures within restricted railway zones. He offered to present photographic evidence to support his claims.
Speaker referred the matter to the Committee of Physical Infrastructure for further investigation. The committee was tasked with examining disputed land measurements, verifying title claims and conducting site visits within 30 days.
Will the investigation resolve the disagreements over railway reserve boundaries and ownership claims?
