Description

Since 1996, Singapore law has required a bomb shelter inside every new flat - reinforced concrete walls, floor and ceiling, a steel blast door, and a ventilation opening. Around 90% of Singaporeans live in that public housing, so it's effectively the whole country. The government's guidance on what to stockpile inside is refreshingly plain: non-perishable food, water, a first aid kit, batteries, a flashlight and a portable radio. No specialised gear. The same ordinary emergency food supply that Switzerland and Sweden arrive at from completely different threat models. And almost nobody uses them. In practice the shelters are storerooms full of luggage and decorations - the same thing that happens to Swiss bunkers. This covers why Singapore built them, what the shelter is actually designed to stop, the rules about what you're not allowed to do to it, and the one idea in the whole system that works in any house in the world. WHAT'S COVERED: - Why an island with no strategic depth shelters in place. - Why the shelter is designed for flying debris, not direct hits. - Why drilling into one carries legal penalties. - Why three countries with different threats all land on ordinary groceries. - Why infrastructure is easier to legislate than behaviour. - How to designate a safe room in an ordinary house in one afternoon.
