Suspended Lieutenant General Shadrack Sibiya appeared at the Randburg Magistrates Court on 29 September 2026 seeking R20,000 bail on serious charges related to an alleged incident at a hotel in Kempton Park, with his bail affidavit claiming the complainant's guardian arranged the entire encounter, describing himself as a viable economic asset to South Africa, and alleging his arrest was trumped up and linked to the simultaneous raid on suspended Police Minister Senzo Mchunu.. At the Madlanga Commission of Inquiry on the same day, evidence leader advocate Matthew Chaskalson questioned Big Five cartel figure Joe Sibanyoni about a 40% profit share with no shareholding and no written contract, R2.29 million in payments made by mining director Dr Ntuli, his nephew's alleged involvement in the Kwagga 20 group linked to more than 20 murder cases, and an internal SAPS success report that reached him through a civilian with no SAPS employment..
