Mobile communications could begin to fail, electronic payments could stop working, water and sewage systems could be disrupted, and fuel distribution, supermarkets and transport could all come under pressure. The Government does have plans for this scenario. But its own resilience planning also accepts that authorities may not be able to reach everybody who needs support during the first few hours or even days.
