Description

During his testimony before the Madlanga Commission of Inquiry on 18 September 2026, Public Service Commission Chairperson Professor Somadoda Fikeni described systemic dysfunction across South Africa's government departments, including a case in which undelivered school textbooks in Limpopo and the Eastern Cape were reportedly disposed of in a river amid a prolonged tender dispute, officials remaining on full salary during suspensions lasting up to seven years, and vetting processes he said could be "weaponised" through inconsistent or delayed application. Fikeni also addressed the earlier dispute between Police Minister Senzo Mchunu and the National Commissioner of Police over authority to disband the Political Killings Task Team, telling commissioners that a lack of consultation between the two is "indicative" of deeper institutional tension, and described a system in which prioritisation failures, such as ballistics testing backlogs of up to a year, create what he termed a "political economy of inefficiency." He further stated that long queues and administrative delays at departments including Home Affairs and licensing offices had, in his words, "democratised corruption" by creating conditions where bribery becomes a routine workaround. The sitting forms part of the Madlanga Commission's ongoing inquiry into alleged organised crime infiltration of South Africa's criminal justice system.#madlangacommission
