What Is Deltarune's Strongest Attack?

Something a bit different today! I've known that Sheary has a unique attack mechanic for a while now which lets it deal far more damage than a standard enemy. But when I went to research more about how strong other enemies are in this chapter of Deltarune, I realized that the strength levels of enemies and bosses are all over the place! Bosses I'd expect to be weak are strong, the strong are weak, and insanely strong attacks can be found in the unlikeliest of places! Maybe it's just me, but after doing this deep dive into relative enemy and boss strength, I have a whole new perspective on some of these characters! Perhaps I'm being silly and reading meaning into mechanics that weren't this thought through, but I enjoy learning new things about games I love. So what if Toby Fox meant nothing by having Seth give the strongest attacks of all the flowers? I appreciate that detail and what it does for Seth's character!
