But what did the former ANC North West treasurer actually tell the Madlanga Commission about Cat Matlala, the Medicare24 SAPS tender, Morgan Maumela and the millions of rands moving between the businessmen? In this Miss Media report, we revisit Carrim’s March 2026 testimony and examine the key claims, financial transactions, denials and unanswered questions surrounding the controversial R360 million SAPS health-services contract. Carrim told the commission that he advanced approximately R10 million to Matlala’s company, Medicare24, describing the arrangement as an investment or loan expected to be repaid. He said he expected R20 million over three years under the agreed terms. But when Matlala testified in August, he put the loan at R15 million, creating a significant discrepancy between their accounts. We also revisit Carrim’s evidence about payments involving businessman Hangwani Morgan Maumela, including a payment request he said came through Matlala. Carrim maintained that the transactions were business dealings gone wrong, denied wrongdoing and said he had been manipulated by Matlala and ANC-linked figure Brown Mogotsi. Mogotsi has denied wrongdoing. What did Carrim explain about the money? What did the commission question? And which issues remain unresolved? We also look at Carrim’s current legal troubles. He was arrested after allegedly failing to comply with the Madlanga Commission’s directions to appear and provide information. His bail proceedings were postponed to Monday, 19 October 2026, while the State sought to verify information, including his travel documents and residential address. Carrim has denied intending to flee South Africa. The bail proceedings are separate from the commission’s examination of the financial transactions.
