Witnesses describe alleged drug and alcohol abuse, poor school performance and disturbing behavior inside the household. Then the hearing takes an even darker turn when a witness testifies that the father sent explicit images and a sexual video to members of his family, including a 16-year-old minor. Judge Harger says some of the allegations, if true, would mean the father has “no business” having the child in his home. He also acknowledges serious concerns about the child’s academics, behavior and attendance. But the mother has another problem. According to the judge, she has not had a meaningful relationship with the child for an extended period of time. Harger says he cannot simply remove the child from what he describes as a potentially “dysfunctional home” and place her somewhere without an established relationship and comfortable transition.
